Mr. Evans has presented expert testimony on some 39 occasions. He has the experience to support legal representatives with the development of discovery, questions for cross-examination of opposing witnesses, assistance with briefs, and litigation strategy. Mr. Evans is a nationally recognized expert witness.
Mr. Evans has presented expert testimony on the Integrated Resource Plans of Georgia Power, Southern Company, South Carolina Electric & Gas, Black Hills Power, Otter Tail Power, Public Service Company of Oklahoma, Detroit Edison, Consumers Electric and other utilities. He has a unique in-depth understanding of the process of developing an Integrated Resource Plan. Mr. Evans is an expert user of Strategist, a widely used computer model for Integrated Resource Planning and has in-depth experience with the EnCompass and Aurora models.
With the advent of large installations of wind power, an important issue is the cost of integrating the intermittent nature of wind into traditional generating systems, maintaining a consistemt level of reliable service. Mr. Evans has presented expert testimony on the issue and developed estimates of appropriate wind integration costs.
Mr. Evans began his career in 1980 with Energy Management Associates (now Ventyx), the developer of PROMOD IV, Strategist and other well-known computer models. He is a renowned expert in the use of production cost models (such as PROMOD IV and Strategist) and has designed and developed similar models. He has also utilized ENPRO, EGEAS, POWERSYMPLUS, ELFIN, EnCompass and Aurora.
Mr. Evans is also an expert in the detailed hourly modeling of electric systems operations. He has utilized the COUGER model and ENPRO for this purpose. In addition, he has designed and develped custom computer models for the analysis of system operations.
Estimating future market rates for electricity is a difficult task. Evans Power Consulting has the expertise to develop reliable forecasts utilizing state-of-the-art computer modeling techniques.
Mr. Evans has repesented several wind and cogeneration developers in PURPA proceedings before state utility commissions and has developed detailed estimates of replacement power costs.
Mr. Evans has represented ratepayer groups, attornies general, power plant developers, industrial customers and utilities before state utility commissions and the FERC. He is a nationally recognized expert witness.
Mr. Evans has evaluated several major merger filings of electric utilities, particulary concerning the issues of claimed joint dispatch savings and claimed savings in capacity additions. He has the necessary background and expertise to present expert testimony in these areas.
Mr. Evans has testified in several states concerning both proposed and operating demand-side management programs, including energy efficiency programs and load management programs. His expertise includes the development of appropriate rate riders for demand-side management programs.
Mr. Evans has developed and testified on damages which were the result of contract breaches and also damages caused by improper electric rates. In nearly all cases, Mr. Evans was successful in winning the contested damages.
Complex wholesale power purchase agreements are difficult to evaluate and enforce. Mr. Evans has a great deal of experience evauating and analyzing the impacts of such agreements, and has consistently won damages caused by the breach of such contracts.
The question often is - if a party had not acted improperly in the past, what would have been the result? Historical reconstruction allows a revised view of history. Mr. Evans is an expert in utilizing computer models for just this purpose.
Mr. Evans has developed and analyzed RFPs for power supply and has also evaluated proposals received in response to such RFPs, and selected the short list and winning bidder. His computer modeling expertise and industry knowledge are indispensable for power supply acquisitions.
Mr. Evans made contributions to the original development of PROMOD III and Strategist, and was formerly the product manager for the MAINPLAN model. He has designed and developed software solutions for specific utility aplications and is fluent in FORTRAN, C++ and Visual Basic.
